Meanwhile, international energy giants such as France's EDF, Japan's Marubeni, and South Korea's KEPCO were also shortlisted. This means that Saudi Arabia's energy storage arena is already a battleground for top global players. Chinese companies have secured nearly one-third of the seats not only through cost advantages but also through full-chain delivery capabilities – from cells to system integration – and proven engineering experience in high-temperature, dust-prone regions like Africa and the Middle East.

But winning a bid is only the beginning – the real hurdle is localization. Saudi project owners impose extremely demanding technical requirements: SASO certification mandates heat cycle testing for energy storage systems, a process taking 8–12 months; fire protection and environmental compliance must meet NFPA 855 standards, and from 2025, full lifecycle carbon footprint reports will be mandatory. Even more critical is Saudi Arabia's push for "Made in Saudi" localization policies. For foreign companies aiming to secure a strong position in large-scale projects, setting up a local entity, forming joint ventures with local firms, and deeply integrating into the local business ecosystem are often necessary. These steps cannot be efficiently accomplished through remote communication or occasional business trips alone.
